Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, October 11, 2022, at the Munford Town Hall.

Mayor Fambrough called the meeting to order, followed by prayer and the Pledge of Allegiance to the Flag.

Town Clerk, Peggy Bussie called the roll with the following results: Present – Jo Ann Fambrough, Tim Lipham, Lee Garrison, Wade Champion, Elaine Stephens, and Billy Wilson.

Elaine Stephens made a motion to accept the minutes of the September 13, 2022, meeting, second by Billy Wilson and the motion carried unanimously.

Lee Garrison made a motion to accept the financial report for September 2022, second by Billy Wilson and all approved.

Tawana McWilliams reported for the Senior Center. They served a total of 687 meals in September. She reported that they have picked up a few more homebound clients but had also had a few withdrawn. She said that there would be a drive through health fair tomorrow from 10:00 AM until 12:00 PM and all were invited to attend.

Jeff Rutledge provided the Mayor and Council with his and Officer Pettit’s calls for service.

Jenny Trickett gave the report for the Library. She said several things had been added to the web page, and the page had 5,556 visits to date. She also provided everyone with a flier for the Town’s Trunk-or-Treat that will be held at the walking track, October 31st beginning at 5:00 PM.

Levi Curtis reported that sports teams will be participating in the homecoming parade this week. He also informed the Mayor and Council that there was a 4 ½ acre parcel behind the Holcombe field that was for sale. Allison Williams said they were planning a banquet for teams seasonally with a catered meal and certificates and plaques to be awarded. There will be a fee to attend. She said they are also working on having all coaches turn equipment in at seasons end to be sure of what we have, and what needs to be purchased for the upcoming seasons.

Jerry Daugherty reported for the maintenance department. He said that he has only gotten one quote for the fencing project at Holcombe Field, from East Alabama Fence in the amount of $2485.93. Another company was scheduled to come but did not. He also said that he had gotten two quotes on the roof for the shed at the football field. Gaither Roofing $2975.00 and Advantage $6477.00.

Christopher Haynes reported for the MVFD. They provided the Mayor and Council with financial records and a service call report.

Peggy Bussie read Resolution 2022-04, declaring surplus equipment to be sold. Lee Garrison made a motion to approve, second by Billy Wilson, and all approved.

Cameras for the football field and baseball fields were tabled.

Tim Lipham made a motion to approve a $7500.00 donation to the Talladega County Drug Task Force, second by Wade Champion, all approved.

Minutes of October 11, 2022, continued:

Billy Wilson made a motion to approve the bid from Gaither Roofing in the amount of $2975.00 for the shed roof, Elaine Stephens made the second and all approved.

The HVAC system for the gym was tabled until further information is gathered.

Lee Garrison made a motion to provide funds for the purchase of football equipment as needed by the Recreation Committee. Tim Lipham made the second and all approved. The committee has raised $5000.00 that is in the Recreation account at this time, that will be used for this.

The proposal from Avery Gunter for his official’s association was tabled.

Wade Champion made a motion to approve the fence repair at the football field from Ease Alabama Fence in the amount of $2485.93, second by Billy Wilson and all approved.

Elaine Stephens asked the Council to consider paying off the balance of the Priebes Mill property to save interest being charged.

Wade Champion said that he had spoken with Evan Ingram, and he has been tied up with fires and has not been able to get to the new entrance at the baseball field but would as soon as he could. There was also a brief discussion on ordering nets for the batting cages at the baseball field.

At this time, a motion was made by Billy Wilson to adjourn, second by Lee Garrison. All approved and meeting was adjourned.

September 13, 2022

Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, September 13, 2022, at the Munford Town Hall.

Mayor Fambrough called the meeting to order, followed by the Pledge of Allegiance to the Flag.

Town Clerk, Peggy Bussie, called the roll with the following results: Present – Jo Ann Fambrough, Wade Champion, Lee Garrison, Tim Lipham, Elaine Stephens, and Billy Wilson.

Mayor Fambrough first recognized Talladega County District Attorney Steve Giddens. Mr. Giddens, Mike Roberson, and Christina Kilgore were there asking for a donation to the Talladega County Drug Task Force. They provided the Mayor and Council with information on drug activity in Munford as well as Talladega County.

Continuing with the regular order of business, Billy Wilson made a motion to approve the minutes of the August 9, 2022, meeting, second by Elaine Stephens, motion carried unanimously.

Tim Lipham made a motion to accept the financial report for August, seconded by Wade Champion and all approved.

Police Chief Jeff Rutledge reported for the Police Department. Five stolen vehicles were recovered in Munford and an arrest has been made concerning this case. He also said that they were starting over with the canine program, going a different route. The new dog will not be ready until the first of the year.

Jenny Trickett reported for the Library. The new Library Board was approved on a motion by Lee Garrison, second by Billy Wilson, all approved. She also gave an update on the Town’s birthday celebration scheduled for Saturday, September 17th. So far there are 26 craft vendors, 8 food vendors and 12 businesses signed up for the day, as well as the car/truck/tractor show.

Tawana McWilliams was unable to attend, so the Senior Center report was read by Peggy Bussie.

Mandy Jennings reported for the Recreation Department. Fall baseball and soccer have begun. Volleyball will begin practice this week. She explained that equipment will need to be purchased for volleyball. Wade Champion made a motion, second by Lee Garrison to make purchases for the volleyball program. There was brief discussion on football for the upcoming year, more details will be available soon. They are planning several fund-raising efforts also. Wade Champion and Lee Garrison said that they are working on getting the batting cages finished and the new entrance at the baseball complex.

Christopher Haynes spoke for the Munford Volunteer Fire Department. He introduced new officers Chief – Rusty Kays, Asst. Chief – Christopher Haynes, Captain – Paula Lindsey and Secretary – Sandra Martin. He said the MVFD will be selling boston butts Saturday, as well as setting up at the Town’s celebration selling plates.

Tim Lipham made a motion to extend the Senior Center meal delivery to the end of Watts Road, seconded by Lee Garrison, all approved.

Minutes of September 13, 2022, continued:

The purchase of cameras for the football and baseball fields were tabled.

Mayor Fambrough recognized Mr. Howard Thompson who requested to speak to the Council concerning the weed abatement ordinance. He expressed his concerns about the economy causing hardships for some, etc. Another gentleman from the audience also expressed his views on the ordinance.

A motion was made by Billy Wilson and seconded by Elaine Stephens to rescind Ordinance 2007-01, the original nuisance ordinance. The motion carried unanimously.

Billy Wilson made a motion to adopt Ordinance 2022-01, seconded by Tim Lipham. Billy Wilson, Elaine Stephens, and Tim Lipham voted in favor, Wade Champion and Lee Garrison opposed. Mayor Fambrough also added that she approved.

Tim Lipham made a motion to approve the fund raisers proposed by the Recreation Department. Billy Wilson made the second and all approved.

A motion was made by Billy Wilson and seconded Wade Champion to approve the proposed budge for 2023. Motion carried unanimously.

Andy Cowan reported that he was working on getting information about an ADEM grant for cleaning up used tires.

Wade Champion said that he had spoken with Mr. Talley, principal at MHS concerning the baseball complex and they would work with us on this site.

Billy Wilson requested a called meeting be planned for Tuesday, September 20th to discuss the proposed HVAC system for the Community Center.

Mayor Fambrough recognized that September was Gynecologic Cancer Awareness month.

At this time, a motion was made by Elaine Stephens, seconded by Lee Garrison to adjourn.

August 9, 2022

Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford 

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on  Tuesday, August 9, 2022, at the Munford Town Hall. 

Mayor Fambrough called the meeting to order, followed by prayer and the Pledge of  Allegiance to the flag. 

Town Clerk Peggy Bussie, called the roll with the following results: Present – Jo Ann  Fambrough, Tim Lipham, Elaine Stephens, Billy Wilson, Lee Garrison, and Wade Champion. 

A motion was made by Billy Wilson and seconded by Lee Garrison to accept the minutes  of the July 12, 2022, meeting and all approved. 

Elaine Stephens and seconded Billy Wilson made a motion to accept the financial report  for July 2022, motion carried unanimously. 

Jeff Rutledge gave a report for the Police Department. They had 106 calls for service, 2  arrests, 1 accident, 10 cases and 3 citations. He said they had chosen graphics for the patrol  vehicles. They are hoping the dog will be ready for duty by the end of the month. He also said  that he would be attending a grant writing class for law enforcement this Thursday and Friday. 

Jenny Trickett gave the stats for the Library. The summer reading program was a success  with the Alabama Department of Archives giving the last program. She also reported that the  webpage to date has had 4117 visits. 

Tawana McWilliams reported for the Senior Center. They served 619 meals for July.  They have had some sickness and surgeries for their regular attendees so in house was down  for the month. 

Mandy Jennings reported for the Recreation Department. She said that the recreation  committee has established rolls for its members, and this was helping a lot. Levi Curtis and his  wife held a soccer camp and attendance was higher that expected. The committee will meet  September 12 at 6:30 to talk about scheduling a camp for all fall sports. She said they hope to  have the batting cages done this month.  

Jerry Daugherty reported for Maintenance. He said he had been cleaning up the  grounds and begun repairing and replacing wood on the front ramp at the library. There was  brief discussion on the condition of the Town’s lawn mower. 

Rusty Kays reported for the MVFD. They had 18 medical calls, 2 accidents and 4 weather  related calls for July. He said that they have had over 400 calls so far this year. He provided  everyone with a flyer for a BBQ Fundraiser to coincide with the town birthday celebration on  September 17th

Minutes for August 9, 2022, continued: 

At this time, a motion was made by Tim Lipham, second by Lee Garrison to add another  $4,500.00 to the Town’s Birthday celebration. The motion carried unanimously. 

Wade Champion made a motion to approve a $1500.00 donation to the Sheriff’s  Department for the “distracted driver program” if approved by the Talladega County School  System. Billy Wilson made the second and all approved. 

Billy Wilson made a motion to purchase a bush hog and pole saw for the maintenance  department, second by Lee Garrison. All approved. 

Lee Garrison made a motion to approve the hunting lease on the Priebes Mill Property  to Eric Roberson, second by Billy Wilson and all approved. 

Tim Lipham made a motion to approve the balance of $773.00 to Leeds Architectural  Letter for the plague for Buttram Park, second by Billy Wilson and all approved. 

Wade Champion made a motion to approve Resolution 2022-03 (Opioid Settlement),  second by Lee Garrison and all approved. 

Peggy Bussie read a statement from the Talladega County Sheriff’s Department stating  the monthly jail costs would be increasing. 

Desmond Penrose asked that we post a notice for a public meeting hosted by the  nuisance committee to be held Monday, august 15th at 6:30. 

Wade Champion asked that we put up warning/barricade around the road where they  are working on the Veterans Park for safety. The mayor will get with Commissioner Darrell  Ingram and see if the County Road Department can help with this. He also said he had spoken  with Evan Ingram about the new entrance at the baseball complex and they will meet soon to  discuss what needs to be done there. 

Andy Cowan suggested a Town Clean-up Day before the Birthday Celebration. This will  be scheduled. 

Wade Champion made a motion to allow Peggy Bussie to attend the magistrate  conference in September, second by Lee Garrison and all approved.

July 12, 2022

Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, July 12, 2022, at the Munford Town Hall.

Mayor Fambrough called the meeting to order, followed by prayer and the Pledge of Allegiance to the Flag.

Town Clerk, Peggy Bussie called the roll with the following results: Present – Jo Ann Fambrough, Tim Lipham, Elaine Stephens, Billy Wilson, Lee Garrison, and Wade Champion.

Wade Champion made a motion to accept the minutes of the June 14, 2022, meeting. Lee Garrison made the second and all approved.

Elaine Stephens made a motion to accept the financial report for June 2022. Billy Wilson made the second and all approved.

Jeff Rutledge provided the Police Department’s June report. He said that the Mayor had approved for him to attend a grant writing class in Huntsville, which is geared toward helping police departments. He also has been looking in to the federal DRMO program beginning in October for needed items for the Town.

Jenny Trickett reported for the Library. Summer reading has one more program provided by the Alabama Archives Department before it ends.

Tawana McWilliams provided numbers for the Senior Center meals. She also thanked Tiffany Brasher for working so hard while she has been out sick.

Christopher Haynes gave a brief report for the MVFD. They have received the fire truck from Oxford and are getting it ready for use.

Andy McWilliams, Talladega County EMA Director, spoke about the EMA Hazard Litigation Plan. Lee Garrison made a motion to approve Resolution 2022-02 approving the acceptance of the Talladega County, Division G Multi-Jurisdictional Hazard Mitigation Plan as requested by Talladega County EMA. Tim Lipham made the second and all approved.

Officer David Haun with the Talladega County Sheriff’s Office spoke to the Mayor and Council about a plan for creating a Distracted Driving Prevention program for all Talladega County schools. He said he was trying to raise funds to purchase a vehicle that could pull a trailer. The Council agreed that it sounds like a good program and will discuss what they can do to help with this and get back in touch with Officer Haun. Billy Wilson spoke briefly about Conservation Officer Greg Gilliland being struck and killed earlier in the day while riding a bicycle on Speedway Boulevard.

Kip Chappell, Oxford Event Coordinator, spoke to the Mayor and Council about helping with the 20th birthday celebration September 17, 2022. He said he would be willing to help with the fund raising and getting TV 24 involved for advertising. He has contacts for car shows, rodeos, and other events that he would share with the Mayor and Council.

No action was taken on the Social Media Manager or Grant Writer wages, and both were tabled.

Billy Wilson said that he and the Mayor had met with Mr. Randall Whorton, a mechanical engineer concerning the heating/air conditioning for the community center. His fee is 7% of the project costs. He would develop a bid package with the specs, oversee the job and inspect it at the end of the project. He also said that the emergency rescue funds could be used for this. Wade Champion said that he thought the Council should manage the bids and all agreed.

Elaine Stephens said that she and the Mayor would begin working on the budget for 2023 soon and would be setting up appointments with each department head to go over expected expenses and needs for each department.

June 14, 2022

Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, June 14, 2022, at the Munford Town Hall.

Mayor Fambrough called the meeting to order, followed by prayer and the Pledge of Allegiance to the Flag.

Town Clerk, Peggy Bussie called the roll with the following results: Present – Jo Ann Fambrough, Tip Lipham, Billy Wilson, and Wade Champion. Elaine Stephens was unable to attend due to illness, and Lee Garrison was unable to attend due to family illness.

A motion was made by Billy Wilson and seconded by Tim Lipham to accept the minutes of the May 10, 2022, meeting and all approved.

Mayor Fambrough introduced Mr. Mike O’Brien, attorney for the Town. Mr. O’Brien was asked to speak about the city of Talladega’s experience with a canine used by their police department. After lengthy discussions it was decided that their experience was different from what our police department is asking for, but there will be further discussions with our Municipal Court Judge and Talladega County District Attorney as well as the Town’s insurance provider before a decision will be made to bring another dog in. Wade Champion suggested a called meeting to have these discussions.

Wade Champion made a motion to accept the financial report for May 2022, second by Billy Wilson, motion carried unanimously.

Jenny Trickett read over the stats for the Library. She said that the summer reading program has been a success with over one hundred children participating each week. The handicapped parking pad has been finished and is being used, as well as the gazebo. Tim Lipham asked that a meeting about the Town’s birthday celebration be scheduled as soon as possible.

Jeff Rutledge reported for the Police Department. They had 108 calls for service, four citations, three accidents, 1 arrest and 11 case numbers. He said that two juveniles from Talladega, ages 15 & 17, had been picked up for the recent burglaries in the area. He also said that they were helping with security for summer school. Billy Wilson asked about marking the police cars for identification.

Peggy Bussie read the stats for the Senior Center. Tawana McWilliams was unable to attend due to illness.

Mandy Jennings reported for the Recreation Department. Baseball and softball all stars will start in state tournaments this week. She discussed needing to redo the Recreation Committee, fall league run by parents, tournaments for fund raising, finishing the batting cages, etc… She said the school had donated the old lights removed from the softball field and we would just need to get poles for them. She also has a contact for a grant writer to help teach her how to apply for grants for youth programs. She would like to add girls’ volleyball to our programs.

Ricky Haynes reported for Maintenance. There was brief discussion on the use of the dumpster at the baseball field and what could be done to hold people accountable for littering the area. He also recommended having the portable toilets picked up on the Town Hall grounds. The air conditioning system at the gym is not working and the run-off election will be next week. We will try to rent portable units to cool the gym for this.

Munford Volunteer Fire Department gave their report for May. They are hoping to get the truck from Oxford soon. He also said they had around thirty-two members at this time. He also reminded everyone to stay hydrated in this extremely hot weather.

Several items on the agenda were tabled until more information can be gathered, the social media manager, police department canine, Latham & Company and hiring a grant writer.

Tim Lipham made a motion to approve the landscaping quote of $4500.00from Bishop Landscaping, second by Wade Champion, motion carried.

A motion was made by Billy Wilson and seconded by Wade Champion to hire Terry Swinford to begin phase 2 of the electrical work at the MHS building. The motion carried unanimously.

Wade Champion made a motion to accept the quote from Southern Sealers for the work on the parking lot at the Community Center/Senior Center as well as the walking track. Tim Lipham made the second and all approved.

There being no other business Billy Wilson made a motion to adjourn the meeting. Wade Champion made the second and all approved. Meeting adjourned.

May 10, 2022

Minutes of the Regular Meeting of the Mayor and Town Council of the Town of Munford

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, May 10, 2022, at the Munford Town Hall.

Mayor Jo Ann Fambrough called the meeting to order followed by prayer and the Pledge of Allegiance to the Flag.

Peggy Bussie, Town Clerk, called the roll with the following results: Present, Jo Ann Fambrough, Tim Lipham, Elaine Stephens, Billy Wilson, Lee Garrison and Wade Champion.

A motion was made by Elaine Stephens and seconded by Lee Garrison to accept the minutes of the April 12, 2022, meeting. The motion carried unanimously.

Mayor Fambrough recognized Mr. David Lattimer, a candidate for Sheriff of Talladega County. Mr. Lattimer introduced himself and spoke briefly to everyone present asking for their support. He was then excused from the meeting.

A motion was made by Wade Champion to accept the financial report for April 2022. The second by Lee Garrison and all approved.

Peggy Bussie read the stats for the Police Department.

Jenny Trickett reported for the Library. She said the grant monies applied for had been received.

Tawana McWilliams reported for the Senior Center. They are still trying to get numbers up for participants.

Wade Champion read the report for the Recreation Department. Mrs. Laura Butterworth was recognized from the audience at this time. There was discussion concerning a 15U baseball team and the lack of communication from the department. After lengthy discussions Billy Wilson asked that a meeting be scheduled with MHS concerning the fields and get a written agreement from them. He also said that we should not agree to other programs being started before until everything is under control. All members agreed.

Ricky Haynes presented two quotes for the air conditioning for the Community Center dressing room and small offices. Sleeping Giant $5632.00 and Complete Service $4850.00. Wade Champion made a motion to approve the bid from Complete Service, Lee Garrison made the second and all approved. Action on the Community Center parking lot and the walking track was tabled.

A motion was made by Wade Champion, seconded by Lee Garrison to approve the installation of a handicapped parking space like the one at Town Hall at the Munford Public Library. Motion carried unanimously.

Phase II for the electrical work at the old MHS building was tabled.

Billy Wilson made a motion to approve the sale of the Priebes Mill property in the amount of $242,000.00. The motion died for lack of a second.

At this time a motion was made by Billy Wilson to adjourn, second by Elaine Stephens, meeting adjourned.

The meeting of the Mayor and Town Council of the Town of Munford, AL was held on Tuesday, April 12, 2022, at the Munford Town Hall.

Mayor Fambrough called the meeting to order, followed by prayer and the Pledge of Allegiance to the Flag.

Peggy Bussie, Town Clerk called the roll with the following results: Present- Jo Ann Fambrough, Tim Lipham, Elaine Stephens, Billy Wilson, Lee Garrison, and Wade Champion.

A motion was made by Elaine Stephens and seconded by Billy Wilson to accept the minutes of the March 8, 2022, and March 11, 2022, meetings. The motion carried unanimously.

Billy Wilson made a motion to accept the March financial report. Lee Garrison made the second and all approved.

At this time Mayor Fambrough introduced Jayne McGee. She is a candidate for the Alabama Republican Executive Committee, Place 1. Ms. McGee addressed the Mayor, Council and audience. Rachel Wallace, also a candidate for the same office was then introduced to everyone. Ms. Wallace also introduced herself and addressed everyone. Keith Kelly, candidate for State Senate, District 12 (the seat Dale Marsh now occupies) was also present and introduced himself and spoke briefly to the audience.

Jeff Rutledge reported for the Police Department. He said the department got their largest drug arrest for the department as yet during a license check. He also spoke to the Mayor and Council on behalf of the employees concerning a pay raise.

Jenny Trickett gave the stats for the library. She told the Mayor and Council about Gina Haynes volunteering and organizing the genealogy records for the library. There have also been others to help, Ted Haynes, Jackie and Nina Smith. She said that at a later date they would ask residents to bring any information they would like to be added. Head Start participated in an Easter program at the library, reading, singing and hunting eggs inside the library.

Tawana McWilliams gave the stats for the Senior Center. 783 meals were served in March.

Hydi Champion reported for the Recreation Department. Baseball has begun and going well. There was a problem with one team’s jerseys, and it is being corrected by the vendor. Tallatron is coming to make repairs at the baseball field. There was discussion about the girl’s softball field, fund raisers, etc. Michael Short stepped down from the Recreation Committee and she said they would like to see the Committee increased from 4 people to 7 – 9 to help alleviate some of the workload on committee members. They would like to have adult sports added, along with volleyball, football, cheer and dance line. They would also like to have some concrete poured at the t-ball field.

Ricky Haynes said he should have some things to talk about at the next work session for the maintenance department.

Andy Cowan spoke briefly about the litter program.

Kassie Martin reported for the Munford Volunteer Fire Department. They had 34 calls in February and 43 in March. The department will be getting a fire truck, donated by the city of Oxford, soon. They are also looking for a rescue truck.

Tim Steadman, with the Southern Sons of Liberty, presented the Town with a donation for Buttram Memorial Park in the amount of $714.76. The funds will go towards a sign being erected. He also said his group would like to help preserve the “Blue House”.

There was only one bid received for gutters on Town Hall. Billy Wilson and seconded Lee Garrison made a motion to accept the bid from Anniston Gutter & Siding, in the amount of $3670.00 to have these gutters and shields installed. The motion carried unanimously.

Mayor Fambrough said that she and Elaine Stephens had contacted some people about grant writing but did not have any responses yet. They will continue to pursue this.

It was decided that at this time the Senior Center would rent a van for any trips they take, as needed.

A motion was made by Elaine Stephens and seconded Tim Lipham to pay the balance on Deerwood Roads of $74,158.01 from the gasoline tax funds. The motion carried unanimously.

The Town’s 20th birthday celebration will be September 17th. Wade Champion made a motion to approve a $3000.00 budget, seconded by Lee Garrison and all approved.

Tim Lipham presented a proposal for a pre-built gazebo for the walking track area. Two pavilions had been approved previously, but the contractor could not provide due to unforeseen circumstances. The Council had already approved $12,000.00 for this project and decided to go ahead and purchase one gazebo from Cotton State Barns in Attalla in the amount of $8030.00.

Billy Wilson made a motion to adjourn, seconded by Lee Garrison. Meeting adjourned.
